Dear Lord Willingdon,
In your letter to me dated the 14th of April you
wrote:- " For the moment I am living under the orders of His
Majesty's Government and obey a telegram which Macleay
forwarded to me, and which you have probably seen, which runs as follows:- His Majesty's Government have agreed in views expressed by Governor of Hongkong and myself that delegation should not visit either Hongkong or Canton at present; but it is hoped that, in view of change in situation in South China and anticipated improvement in relations between Canton and the Colony, their visit will be both opportune and useful later on' ". A copy of this telegram which is dated the 26th March was sent to me by Macleay; but the telegram unfortunately misrepresents my views, for I have never expressed the opinion that your delegation should not visit Hong Kong at present.
On the 18th Marbh I telegraphed to you as follows:- "Visit of delegation to Hong Kong will be very welcome and opportune, but I and my advisors are emphatically of opinion that the delegation should not visit Canton until the anti- British boycott has been entirely removed. On the same day I telegraphed to the "ecretary of State for the Colonies as follows:- "This Government is emphatically of opinion that Lord Willingdon's Mission must not visit Canton until
